These gourmet confections are sold in one-pound, quarter-pound, or half-pound bags. Neighborhood councils were created by voters in the Charter Reform of 1999 to improve public participation in government and make it more responsive to local needs. The governing bodies of these councils are elected by all stakeholders. A recent water rate hike prompted some neighborhood councils to protest, but City Council members approved a limited increase pending an independent review. In the meantime, the water rates in some parts of the city will remain unchanged, thanks to the Neighborhood Councils.
