In the late 1880s, a bi-racial coalition of white Populists and black Republicans held power in the Petersburg legislature. These groups invested heavily in public education and welfare. As a result, they founded the Virginia State University in Ettrick in 1882, formerly the Virginia Normal and Collegiate Institute.
