In the late 1880s, a bi-racial coalition of white Populists and black Republicans held power in the Petersburg legislature. These groups invested heavily in public education and welfare. As a result, they founded the Virginia State University in Ettrick in 1882, formerly the Virginia Normal and Collegiate Institute. It was one of the first public historically black colleges in the Mid-Atlantic. These efforts led to the first ever African-American elected to Congress.

Ricky Hunley and Rudi Johnson, two former NFL players, both born in Petersburg, and the late abolitionist John Mercer Langston were born in the city. Other notable residents include William Mahone, railroad builder and Confederate general, and Moses Malone.
