Before 1690, the town also had the Gilman Garrison House and Sewall Garrison House.<\/p>\n\n\n\n<p>Although there is no official incorporation, the town&#8217;s government has always been comprised of town meeting and selectmen. Many of the problems that faced Exeter in the nineteenth century are still present today. These include funding the construction of new town buildings, maintaining roads, and purchasing new fire engines. In the 19th century, the temperance issue was a major issue. For example, the 1812 town meeting passed a law limiting the sale of spirituous liquors to one apothecary and limiting its use to medicinal and art purposes.<\/p>\n\n\n\n<p>Exeter was a small frontier town that remained isolated for several years. Despite its small population, it had to fight against animus from the towns in Massachusetts. The town had a number of important issues that were resolved at the town level, including a twenty-foot meetinghouse and a church. The town&#8217;s names were often spelled out as &#8220;townsmen&#8221; in the records, but there is no consensus on these terms.<\/p>\n\n\n\n<p>The city was a small town that had a large black community in the 17th century. In 1887, there were 81 free Black people in 14 households, and only two were enslaved. That was the highest percentage of Black people in the state, and it grew rapidly.
